REPORT PRESENTED BY THE NATIONAL COU NOIL COMMISSION

TO THE FAR EASTERN PORTS, January 12th, 1921.

The Commission beg to submit their repert as to the

conditions affecting the prevention and cure of venereal

disease in Hong Kong, together with certain recommendations as to the directions in which these might be increased,

WE RECOMMEND THAT FACILITIES FOR THE FREE DIAGNOSIS AND TREATMENT OF VENEREAL DISEASE SHOULD BE PROVIDED IN THE INTERESTS OF PUBLIC HEALTH BY THE GOVERNMENT?

WE RECOMMEND THAT FACILITIES FOR TREATMENT, INSTRUCTION, SHORE SLEEPING ACCOMODATION AND RECREATION FOR THE SEAFARING POPULATION SHOULD BE INCREASED.

WE RECOMMEND THAT STEPS SHOULD BE TAKEN BY THE GOVERNMENT THROUGH THEIR HEALTH AND EDUCATION DEPARTMENTS, IN CO-OPERATION WITH CERTAIN VOLUNTARY ORGANISATIONS, TO SECURE THE ENLIGHTEN- MENT OF THE PUBLIC AS TO THE DANGERS OF AND FACILITIES FOR TREATMENT OF, VENEREAL DISEASES!

WE RECOMMEND THAT ALL POSSIBLE STEPS SHOULD BE TAKEN TO SUPPRESS PROSTITUTION.

The Commission have spent the last fortnight in

visiting the local Institutions, conferring with Bepresen-

tatives of various Organisations, and endeavouring to secure

the co-operation of leading European and Chinese opinion in

favour of a progressive policy with reference to the

diagnosis and treatment of venereal disease in the port,

We have found no opposition to this suggestion among

either the suropeane or Chinese, The Chinese General

Chamber of Commerce met on Friday, January 7th, and passed

a unanimous resolution in favour of the provision of

facilities for free treatment, and for a careful educational

campaign; also registering their intention to support the

Government in any such progressive policy.

We understand that the medical facilities provided
